who plans to introduce a convenient rental bicycle service using
your cellphone, just like the residents of Paris, Barcelona,
Amsterdam, Frankfurt and London.

Details of each resolution
1. Life membership of Cycle Action
For his long period of service to Cycle Action Auckland and
being instrumental in bringing about the NW cycle route, we would
like to nominate Kurt Brehmer as a life member
2. Establishing the new position of 'vice chair person'
In order to support and deputise for the chair of Cycle Action,
the committee recommends that Rule 7.1
be changed to add the new position of Vice Chairperson...
"The
officers of Cycle Action shall be a chairperson, a vice chairperson, a
treasurer and a secretary"
3. Revision of the membership fees for Cycle Action
Cycle Action's office has improved our organisation's a
capacity and effectiveness. In order to cover the additional
costs of the office (approx $2,000 pa), the following changes to
Cycle Action's membership fees are proposed:
- Individual $30 (currently $20)
- Family $35 (currently $25)
- Unwaged $15 (unchanged)
- Supporting organisation $75 (currently $50)
4. Policy on the
question of whether cycling
should be allowed on footpaths
As
per the IHT’s 5-step hierarchy of cycle design, Cycle Action
recommends that cyclists are kept on the road by treating the any
conditions that make it unsafe or unpleasant (eg: traffic speed,
volume or specific hazards).
Where
safe cycling can not be provided on the road, then properly
designed and constructed shared paths should be provided.
However,
for cyclists younger than 12 years and accompanying adult
guardians, Cycle
Action recommends they be given the same status as postal delivery
cyclist, which provides for their legal access on the footpath. We
recommend that for such footpath cycling:

cyclists
give way to pedestrians
Ø
cyclists
maximum speed is 8km/h (being approx jogging pace or twice walking
pace)
Ø
the
cycles must be equipped with a bell
Ø
cars
accessing/departing driveways give way to cyclists and pedestrians
(This will require a safety campaign to education motorists - as
many don’t seem to even realise that pedestrians have right of
way on the footpath)
We do not recommend a blanket change in legal status to allow all
cyclists to cycle on all footpaths, for the following reasons:
Ø
Cycling
on the footpath means having to give way to all traffic from all
directions at each road intersection
Ø
Commuter
cyclists on the footpath may be travel at speeds too fast speed to
safely avoid cars backing out of driveways
Ø
Such
a provision might support the contention held by some that
‘cyclists shouldn’t be on the road’
The above policy is a guideline and we realise there
will be exceptions, for example an adult cyclist may need to ride
on the footpath to avoid a dangerous section of road.
